中國臨床護士短缺現狀、根源與對策

Current Nursing Shortage and Its Solutions in China

摘要


20世紀90年代以來,儘管中國注護士數量在不斷攀升,但護士短缺問題一直得不到有效緩解。導致護士短缺的主要誘因是:護理服務的供需矛盾、醫療體制之弊尬,以及醫院管理不到位。作者建議:國家要加大《護士條例》的監督力度,合理編制中長期護士編制方案,優先增加社區護士、專科護士和本科學歷護士的供給數量。

Although the total number of registered nurse have been increased rapidly since 1990s, the nursing shortage is still a serious problem in mainland China. There are three major roots of nursing shortage: 1) the unbalanced nursing supply-demand structure; 2) the issues in medical care system; and 3) the ineffectiveness of the hospital nursing management. Finally, the author argues that: it is high time for the central government together with the related ministries to implement the regulation of nursing, to setup the long-term nurse supply plan at the national and provincial level, and to prioritize the supply of community nurses, nursing specialists, and nurses with bachelor's degree.
