自2005年行政院公布「建立社區照顧關懷據點實施計畫」,中央政府開始補助社區組織承辦社區照顧關懷據點,以提供老人預防照顧活動;且為了提升社區組織服務效能,亦編列經費補助地方政府聘僱「社區照顧關懷據點督導人員」(以下簡稱「據點督導」)協助社區服務規劃、行政支援等工作。隨著據點督導進入社區,如何達成補助計畫之預定目標,並滿足社區、組織及政府單位之角色期待,將對其專業角色產生壓力,因此,本研究目的在於藉由質性研究過程,瞭解並歸納據點督導之專業角色壓力與職能需求,經邀請26位公私部門受訪者進行焦點團體後,資料分析發現據點督導在實務工作扮演多重角色,且面臨角色衝突、模糊、過度負荷、自主性受限、無力感等五項壓力,並同時存在多元專業職能需求。基於前述研究發現,本研究進一步提出相關制度面與實務面之建議。
Since the 'Community Caring Center Promotion Program' was promulgated in 2005, Taiwan's central government began subsidizing community organizations to undertake community caring centers (CCCs) and provide preventive elderly care services. For the sake of enhancing service effectiveness, local governments also use the central government's subsidy to hire supervisors to assist in planning services and the administration affairs of CCCs. Therefore, supervisors encounter vast professional role stress in attaining the goals of the program and fulfilling the roles expectations from the community, organizations, and government. With the employment of qualitative research and focus group method, this study aims to explore and induce the experience of role stress and competency requirements from 26 public and private sectors' supervisors. According to data analysis, multiple roles and competency requirements of supervisors were sorted and five role stresses categorized: conflict, ambiguity, overload, nonautonomous, and helplessness. Based on the research findings, implications for institution and practice were proposed.
