審視台灣發展生態旅遊最具潛力山海自然環境,皆與台灣原住民族生活密切相關,而部落觀光更是週休二日後無可抵禦的新潮流。無可諱言,觀光已經成爲全民一種急欲脫貧救窮的夢想,政府、民意代表、地方社區工作者都冀望可以用觀光收益來帶動地方的發展,使眾人急於朝響觀光事業,然而不管是較佳的規劃或一時的失察,都忽略掉一個事實,就是這種經濟活動可能觸發一個社會的經濟結構、文化、生態、甚至足地方意識的改變,所造成影響的廣度和深度幾乎是無法預料和控制的。本文以位於最近備受爭議的馬告國家公園旁的一個泰雅族部落鎮西堡(Cinsibu)爲案例,說明該部落幾年來發展原住民觀光與生態旅遊過程中,所遭遇到的一些觀題興社區主權、文化變遷等衝擊,以作爲未來台灣其他原住民地區發展生態觀光的參考借鏡。
The potential sites of natural environments for developing ecotourism have a very close relationship to Taiwan aboriginal people. The tendency of tribal tourism during the holiday can not be avoided. No doubt, tourism is a dream of escaping poverty, and helping local development from the profit. While government officials, representatives, and local workers arc eager to develop tourism, they might forget a very important fact that this may cause the changes of economic structure, culture and ecosystem, even the local ideothology These changes are very wide and deep, and are almost unpredictable. This paper shows a small Atayal tribe Cinsibu near Makau National Park as a case study to discuss the problems how they face the impact of community authority and cultural variation while they were developing ecotourism. Hope the other aboriginal tribes can learn from this case.
