摘要

疼痛控制不良，一直是健康照護上常見的問題。健康專業人員、病患及家屬通常對疼痛控制之原則持有錯誤的看法。本文的目的在討論一個以美國健康照護政策與研究癌症疼痛管理守則為例的政策分析。此政策分析的理論架構以Anderson、Brady及Bullock所發展之公共政策為基礎，其政策步驟共分五個部分：政策議程、政策形成、政策使用、政策執行、及政策評值。最後，討論一個有關政策執行程序的案例。

Poor pain control is a common problem in health care. Health professionals, clients and family often misunderstand the principle of pain control. The purpose of this paper is to present a case of policy analysis using the Agency for Health Care Policy and Research (AHCPR) Cancer Pain Management Guidelines. The theoretical framework of policy analysis is adopted from the Study of Public Policy by Anderson, Brady and Bullock. The policy process contains five steps: policy agenda, policy formulation, policy adoption, policy implementation and policy evaluation. Besides, an example of policy implementation process is also discussed.
