Estuary is a meeting place for sea and river. Nowhere is the interaction of land, water and air seen more dramatically than on the coast of estuarine mouth. Its ecological system, physical environment, natural scenic and resources are unique and highly sensitive. Any disruption or unwise behavior to this fragile area can easily cause significant damage. Well-planned integration management programs can help to gradually reach the goal of sustainable development and therefore are a big blessing to the nation and her citizens. In recognizing these facts, Water Resources Bureau of the Ministry of Economics contracted out this research project to Ark Engineering Consultants Company as to conduct an integrated comprehensive management planning, which not only deals with hazard prevention, but also deeply concerns ecological systems, natural scenic and resources of estuaries. This paper is excerpted from outcomes of the research project, which addresses current problems in estuarine management, layouts the integrated management outlines and direction, and facilitates implement programs, policies, feasible management strategies and suitable approaching schedules.
