港埠之營運內容因國際貿易發展情勢、全球化物流動態而扮演不同於以往的任務角色,特別是因應全球區域分工之演變,貨運委託人對於航商或港埠經營範圍更要求拓展至貨物配銷與運籌之上下游整合,因此港埠配合物流發展成立專區或劃設自由貿易區亦爲大勢所趨。至於民營化呼聲高漲的港埠業務,也在政府財源有限有民營化的趨勢中,由以往之公部門統一管理逐漸交由民間業者以較有效率、較具彈性之經營方式投資與建並營運,以期能在面對航運及港口發展趨勢轉變時,積極擴大經營面以提供整合性、多元化的服務功能以吸引航商。 面對中國大陸不斷成長的經濟,及其發展所帶來之航運及港埠競爭優勢,基隆港及我國其他港口面臨強大的競爭威脅,如瞭解大陸航運及港口發展的趨勢再妥善研擬因應之道是政府部門刻不容緩的工作,本文將先探討我國港埠競爭環境及大陸港口的規劃策略,然後,再提出我國港埠可行之因應方式。
Under the trend of shipping environment and the completion between shipping lines, every member in this industry is trying to cost down. For port sector-in the case of Keelung Port, they are suffering from expanding limit and their operating type. How to survive in such a environment is the challenge of port management decision maker. In this paper, We will review the trend of shipping industry, port development in this area and evaluate the strength, weakness, opportunity and stress. In the end of this paper, some ways to promote port business will be proposed.
