The study based on the performance evaluation theory is structured by hierarchic way of thinking through the interviews with experts, questionnaires, and analytic hierarchy process(AHP).The goal of this study is to discuss the evaluation indicators of government procurement performance and weigh the importance of these two contrastive indicators according to the demand of government procurement and its performance evaluation. Three performance evaluation models-construction, property, and service-are developed on the basis of different targets of procurement. The items on the models involve quality, quantity, time, price, and cost. And on each item developed by AHP are the individual evaluation weight, charts, and the application system, which thus establish a government procurement performance evaluation model as a reference for procurement entity.
