物業管理之發展策略探討

The Exploration for Development Strategies of Property Management

摘要


物業管理對於台灣的發展環境可說是新興的產業,從法規的擬訂至資產管理等一系列的未開發領域,本文將從多角度的面向加以探討,首先從物業管理的法規面探討,了解當前我國並未通過物業管理的法規,僅靠保全業法、公寓大廈管理條例等15種法規,維繫著物業管理企業進行;其次探討國內外相關物業管理的概況,了解目前台灣大專院校有14所,設有物業管理相關學系,若與國外大學相較之下,我國偏重於普通課程,在物業管理實務方面,英、美、日、澳、德、新及香港地區等政府較重視物業管理業務的經營與發展;再次從物業管理的經營面分析,我國物業管理公司之管理重點雖然分爲:第一類是建築物與環境的使用管理與維護、第二類爲生活與商業支援服務、第三類則是資產管理三類,除了第一類較具規模之外,對於第二、三類物業管理業務的拓展實屬起步階段,尚有很大發展的空間,本研究採用SWOT矩陣分析物業管理發展商機策略,最後歸納出物業管理未來發展5項重點:(1)物業管理的技術應不斷創新與活化:舊的建物融入藝術的活化生機,新的建物多元化的智慧管理;(2)物業管理具體融合的展現:整合國內建設業、服務業、金融業、資訊業及科技法律業知識的大結合,使物業管理技術不斷的升級;(3)訂定人才培訓與物業管理法規制度:培訓物業管理人才及訂定物業管理法規制度,對於台灣未來物業數位化管理於建築上的應用,將有利於建置人民的生活需求與業務發展的機制;(4)物業管理專業Know How介入規劃設計階段:不僅能提供良好的空間利用,而且讓新建完成後的設施提供多功能服務;(5)建構數位知識專業服務平台:透過專業化的數位知識服務平台有效的管理模式,結合建築物硬體與軟體功能,使物業拓展商業地毯的商機,並使用者達到清潔、方便、舒適之健康居住環境,進而提昇國人的生活水準。以供大家參考。

Property management is an emerging industry in Taiwan. This paper will cover a series of uncharted domains such as the establishment of pertinent regulations and principles of asset management from different perspectives. The paper will begin with the discussion on property management regulations to shed light on the current status of Taiwan's property management; more specifically, the absence of property management regulations and the fact that the scene revolves around property management corporation operations with 15 regulations, such as the Private Security Law and Apartment Building Management Act in play. The discussion will continue onto an overview of relevant property management in Taiwan and abroad. The contents in this section will reflect that Taiwan currently has 14 institutions of higher education that have property management faculties. When compared to universities abroad, the domestic academia has in fact focused more on general curriculum. In terms of property management practices, England, U.S., Japan, Australia, Germany, Singapore and Hong Kong place higher emphasis on the operation and development of property management businesses. The next section of the paper deals with the analysis of property management operations. The discussion will illustrate that while the focus of property management by the relevant corporations in Taiwan lies within three areas: (1) the management and maintenance of building and environment utilization; (2) day-to-day life and business support services, and (3) asset management, domestic property management corporations have actually devoted substantial effort to the development of (1), which has grown to a significant scale, while their efforts toward the expansion of (2) and (3) have been limited at best and there is still a lot of room for development and growth. In this research, we have adopted the SWOT analysis to analyze the strategies for property management development and opportunities and we have thus summarized five key points for the development of property management in the future: (1) technologies for property management ought to be constantly innovated and vitalized while existing buildings should incorporate artistic elements for revitalization and new buildings should adopt diversified intelligent management; (2) there should be concrete demonstrations of property management integration: the constant upgrade in property management technologies would only be possible through the collective infusion and integration of the domestic construction industry, service industry, financial industry and IT industry with the relevant legal knowledge pertaining to technology; (3) sound systems for talent training and property management regulations ought to be established: the fostering of property management talents and the establishment of pertinent regulations would be beneficial to the accommodation of the needs of the people and facilitation of the industry in terms of the application of digitized management in building management; (4) property management know-how at the planning and design phase should be introduced: this would not only ensure the appropriate use of available space but also allow newly-completed facilities to provide multifunctional services; (5) there ought to be the construction of a digital knowledge & service platform: through the effective administrative models on the professional digital knowledge & service platform, one would be able to integrate the software and hardware functions of architecture so that property management would open up more business opportunities while creating residential environments that are clean, convenient, comfortable and healthy to ultimately elevate the standards of living in Taiwan. Hopefully, the results of this research would serve as a useful reference for scholars wishing to conduct related studies in the future.
