摘要

民國四十六年（1957AD）因臺灣中醫藥界向政府行政與立法部門不斷的爭取而設置了「國立中國醫藥研究所」，然而從籌備到創立至今已逾五十年，有關這個台灣唯一的公立中醫藥機構籌設的相關記錄卻甚難窺見，甚至在目前中央政府部門組織調整中涉及該所之存廢、定位與未來發展方向上仍存在許多歧見。本研究藉由探討「國立中國醫藥研究所」之籌設歷史，追尋該所與臺灣之中醫教育、研究與產業發展之關連，特別是過程中所經歷之立法審議、行政執行乃至於開始運作後，所遭遇來自於主流醫學或政府單位的阻礙，以及台灣整體社會與當時中醫藥界的反應，藉以釐清「國立中國醫藥研究所」成立的始末，以及對半世紀來台灣中醫藥研究發展所扮演的角色與意義，並希望這些思維與經驗能夠提供解決現階段發展歧見的基礎。

”National Research Institute of Chinese Medicine” started to prepare to establish in 1957 because of the unity and cooperation of the community of Chinese Medicine. Till now, it plays an important role in the education and research of Chinese Medicine as a national institute. Unfortunately, the description of the foundation history of National Research Institute of Chinese Medicine is few, thus it interferes the development of Chinese Medicine in the future. By searching the foundation history of National Research Institute of Chinese Medicine, we find out that there is a close relationship between National Research Institute of Chinese Medicine and the education or research of Chinese Medicine. And National Research Institute of Chinese Medicine encountered challenges from the modem medicine and government, wherever in the Legislative Yuan or the Executive Yuan, or ever since it was established. But due to the unity and cooperation of the Chinese Medicine community, National Research Institute of Chinese Medicine still continues to survive and achieve the goals that make National Research Institute of Chinese Medicine establish.
