台灣當前經濟成長的動力來源仍然相當倚重於製造業部門,在加入WTO後,台灣面臨了全球化競爭。開發中國家(包括中國大陸與印度、東歐等)擁有大量的廉價勞力、原物料及潛在市場之優勢並快速崛起,使得台灣長期以來依賴製造與出口為經濟重心的發展模式受到了擠壓。從而,在製造業為維持資源利用優勢而將工廠外移的隱憂之下,台灣如何以知識密集服務業來接棒,締造台灣經濟下一波成長的動力,乃本文研究之目的。在瞭解台灣發展知識密集服務業的必要性後,本文嘗試定義知識密集服務業及其範圍,並透過統計資料描述台灣與國際間的現況。其後,本文利用SWOT方法分析台灣發展知識密集服務業的優劣勢,輔以各國協助措施之借鏡,本文於最後提出適合台灣發展之知識密集服務業及發展策略。
Although the service sector accounts for more than half of Taiwan's GDP, the dynamics for economic growth are still heavily reliant on the continuing strength of export competitiveness in the manufacturing sector. Nevertheless, over the past decade, the rising availability of cheap factor prices in many developing countries has attracted a number of Taiwanese manufacturers to relocate their production bases to these countries in an effort to maintain their global competitiveness. As a result, Taiwan is now in urgent need of new industries capable of sustaining the island's growth momentum into the new century. This paper sets out to analyze strategies for the successful development of Taiwan's knowledge-intensive service industry, and to undertake an investigation into the reasons why this industry should be developed. The study begins with a discussion of the requirements for fostering Taiwan's knowledge-intensive industry, before moving on to a discussion of the definition, the scope and the current status of the knowledge-intensive industry in Taiwan. The strengths, weaknesses, opportunities and threats (SWOT) arising from the development of this industry are then analyzed, along with an examination of the policies and measures adopted by other countries. The study concludes by providing some proposals for the successful development of Taiwan's knowledge-intensive industry.
