在WTO架構下,國際經貿規範逐漸走向齊一化,全球經濟整合蔚為風潮,全球分工與專業整合趨勢,影響全球產業結構的發展。從國際分工的角色來看,過去台灣在全球產業價值鏈上主要以製造優勢取勝,但目前該優勢已逐漸被大陸所取代,對台灣經濟發展造成很大的威脅。因此,對台灣而言,最理想的策略即是一方面利用兩岸分工,維持既有的國際市場關鍵零組件的製造優勢地位,同時建立自有品牌產品地位,挑戰國際大廠的全球領導地位;另一方面轉型為以研發與經營決策為中心的科技島與營運中心,有效結合兩岸的資源與市場,成為聯結中國大陸與世界其他國家的樞紐,與國際大廠緊密合作並相互競爭。全文分為三部分,首先評述全球分工與專業整合趨勢,其次探討兩岸加入WTO對兩岸產業分工格局之影響,第三分析兩岸產業分工趨勢及未來可能互動,以及產業競爭力消長變化,並試圖提出一可行、有效的產業分工機制。
Taiwan has had manufacturing advantages for the past 20 years in the global industrial value chain; however, its position is increasingly being taken over by mainland China. Nevertheless, under the umbrella of the World Trade Organization (WTO), the economic relationship existing between Taiwan and mainland China is now becoming ever closer. Therefore, it seems that the most appropriate strategies for maintaining Taiwan's competitive advantage should, on the one hand, involve the utilization of the resources of mainland China as a means of building up Taiwan as an R&D center or operational headquarters, whilst on the other hand, the creation of products with Taiwanese brand names in an effort to compete on an international scale. This study deals with relevant issues arising from the above discussion, describing, in three parts, the global division of labor and professional integration; analysis of the impacts of WTO accession on the cross-strait division of labor; and proposals for feasible ways of improving economic cooperation across the strait.
