兩岸生物科技產業競合策略

Coopetition Strategies of Biotech Industry between Taiwan and Mainland China

摘要

當生技產業成為世界各國產業發展的焦點之時，台灣和大陸也不落人後，也將生技產業當作產業升級的策略性產業。雖然生技產業涉及的領域十分寬廣且發展潛力無窮，但其需要耗費漫長的研發(R&D)階段，所需的資金及人力非常可觀，不但民間企業難以負荷，就是以全國之力亦難全面概括。
相對美國雄厚的財力及科技實力，台灣在發展生技產業之時，除了衡量本身實力訂定可行的發展目標及策略外，亦可考量同文同種的優勢，善用大陸現有的人力及資源，從產業競合的觀點，規劃兩岸互利雙贏的生技產業發展策略。
透過兩岸之間生技產業優劣勢的分析，本文提出中草藥開發的合作、生物晶片的合作發展及共同探索華人共通疾病的致病基因研究等三大領域，作為兩岸生技產業合作的切入點。

As the biotech industry catches the focus of industrial developed countries around the globe, both Taiwan and Mainland China are no exceptions, selecting biotechnology as the top priority for upgrading their industries. Although biotechnology encompasses much more disciplines and has unlimited potential, the prolonged periods of R&D requires enormous amounts of funds and manpower. The cost of biotechnology is not only hard for enterprises to bear, but also for the entire nation as well.
Unlike the USA with massive financial and technological power, Taiwan has to not only evaluate its own strengths and goals, but also consider to utilize the manpower and resources of Mainland China as a developmental supporter. By means of coopetition, it is possible to formulate a strategy for biotechnology development that benefits both Taiwan and Mainland China.
Through the analysis of the advantages and disadvantages of biotechnology, this study proposes the coopetition of developing herbal medicine and biochips, and investigating the genetic cause of common Chinese diseases. These three areas provide a starting point of cooperation for biotechnology industries.
