摘要

雙語或多元語言與文化的概念與精神是討論語言政策國際性與主體性平衡這個議題的重要思源。臺灣是多元族群、語言與文化的國家，但是長期處於單一語言的教育政策，先是日語，現在是華語言政策。這單一語言政策導致臺灣喪失了許多寶貴語言與文化。
雙語或多元語言政策如何發揮其功能來服務國內及國際是討論的重點。這部分將借助與那些採取雙語政策的國家之經驗來加以說明，如歐盟、法國、加拿大、澳洲、紐西蘭。此部分的結論將幫助我們來討論如何建制具有平衡國際與國內主體語言的政策。
建制具有平衡國際與國內主體語言的政策是第三部分的中心議題。試圖從不同的層面討論多元語言政策的價値、功能和意義。如語言教育、政府機構與語言的服務窗口、非政府組織的國內外活動、多媒體與語言、交通街道與語言、跨國的交流與語言。
本報告的主要關心面是先讓臺灣國內有健康的多元語言政策，營造多元學習園地，使臺灣的主體語言與文化生根茁壯。在這個基礎上來發展多元國際語言的學習環境與使用的空間。台灣除了全面推動教學英語外，也要重視鄰近國家語言的教學與文化的認識。與鄰近國家有友好的關係，才能建構一個雙向平衡溝通的語言橋促進國際與國內主體語言平衡關係。

The concept and spirit of bilingual as well as multi-lingual and culture is an important idea for our discussion the topic ”Language policy: Balance between International and Internal main language”.
It is reality that Taiwan is a multi-lingual and culture country. But, it was under the mono-language policy that only Mandarin Chinese for education and public discussion for long time. It was Japanese before the Republic of China. The mono language policy of these two counties was caused of losing language and culture of the Taiwanese.
In regarding of balance between international and internal main language, the function of the official language is taking into account. It will take the example from the other country that practicing bilingual policy. We will see mainly the language policy of the Europe Union, Franc、Canada, New Zealand, and Australia. The result of this part will help us to discuss the topic of making a language policy that has balancing between both international and internal main language.
With regarding of the value, function and significance of bilingual or multi-lingual policy, the discussion in last part will describe the topic from difference aspects. For example, language education, government office and language service, mass media and language, court and language、traffic system and language, cross cultural activity and language
The main concern of this paper is to build up a mature relationship between Taiwan and international society through the language policy that bass upon the concept of bilingual as well as multi-lingual between both internal and international language and culture.
In doing this one important thing is need to be more attention and pay price to make an effort on it. That is to implant the community language, ethnic language of Taiwan. To attend the global society with strength of Taiwan main languages, and richness of their culture is what we expect to be. In this understanding, we have to open up such a space or environment for Taiwanese to study and learn their culture and language. Making a functional bilingual bridge for bridge the gap between Taiwan and other countries is the new living way for Taiwan.
The right relationship with the other countries will bring us get into the global society more effectively. Besides, it is also enable Taiwanese to have more comprehensively cross cultural communication experience and make a greater contribution to the global community. There is an expectation that one day Taiwan will be the country most easy to stay, that because of sufficiently multi-language service.
