保健旅遊發展現況與發展方向之探討

摘要

保健旅遊(Health Tourism)已在國外推行多年，國內近來亦將此納入未來觀光發展重點方向。在保健旅遊議題的了解上，仍存在著諸多的模糊性，因此，本文利用文獻回顧法(Documentary Historical Method)，針對國際上保健旅遊之發展，進行深入探討，以提供國內相關單位未來推行保健旅遊之參考。本文將保健旅遊分為養生觀光(Wellness Tourism)與醫療觀光(Medical Tourism)。不同類別的保健旅遊各有其所屬的需求屬性與供給特性。鄰近國家以發展醫療觀光為主，國內目前則以養生觀光為首要發展方向。另本文亦針對各國保健旅遊供給面與需求面、保健旅遊主管單位、保健旅遊發展策略及趨勢、我國保健旅遊發展歷程及可能面臨之問題等加以整理分析。最後，本文針對我國保健旅遊未來發展方向提出初步建議：養生觀光的推展應強化現有資源的健康屬性。對於後續醫療觀光的推展則仍需克服諸多問題，例如：醫療糾紛的處理、現行法規的調整、醫療資源排擠問題。此研究可作為後續保健旅遊研究之基礎，以進行我國保健旅遊發展策略之研擬。

Health Tourism has already been promoted overseas for many years, it also has been included in the key direction of developing tourism in Taiwan. The issue of Health Tourism still exists a great deal of fuzziness. This study utilizes Documentary Historical Method to deeply explore development of Health Tourism in the world and provides information and suggestions for government promoting Health Tourism. This study divides Health Tourism into two subcategories which are Wellness Tourism and Medical Tourism. Different kinds of Health Tourism have different characteristics of demand and supply side. Nearby countries focus on Medical Tourism, Wellness Tourism is primarily developing direction at present in Taiwan. This study arranges and analyzes characteristics of demand and supply side of different counties, authorities of developing Health tourism, development strategies and trend of Health tourism, development process of Heath tourism as well as dilemma on Health tourism. Finally, this study proposes suggestions of preliminary development direction of Health Tourism. The current tourism resources need to strengthen health factors for developing Wellness Tourism. For Medical Tourism, there are some issues which need to overcome such as treatment of medical disputes, adjustment of current regulations and squeeze of medical resources. The research results can be a foundation of further research for Health Tourism, then making development strategies of Health Tourism in Taiwan.
