Patterns of Public Support for Policies Related to Climate Change

摘要

本研究探討民眾對氣候變遷議題相關政策支持度及其影響因素。針對台灣成年人的電訪發現，除徵收能源稅及發展核電的支持度不過半外，其他政策則有八到九成五的支持度。支持發展核電的民意受政治光譜影響，但不同的框架語言對政治傾向中立者有顯著的支持度差異。進一步迴歸分析結果則顯示，影響各政策支持度的預測因子有不同的組合，意涵氣候變遷相關政策民意的多元面貌。本研究最後針對政策支持度型態提出解釋及未來研究及實務建議。

This study examined the level of public support for various policies related to climate change as well as the underlying factors shaping public attitudes toward climate change. The results of a nationally representative sample of 1,007 people indicated that Taiwanese people supported four of the six policies investigated in this study. In contrast to imposing an energy tax and developing a nuclear power plant, which were accepted by less than 50% of the respondents, all other policies attained high acceptance ratings (80%~95%). Public support for developing a nuclear power plant was swayed by people's political orientation. However, reframing the nuclear power issue was more effective for people who were politically independent than for those with a specific political orientation. Further regression analysis revealed that the factors predicting various policy issues differed, indicating that people have varying attitudes toward climate change policies. According to the findings of this study, the differential patterns of policy support are explained, and recommendations are proposed for both research and practical purposes.
