摘要

21世紀是全球「知識經濟」競爭之新時代，各國政府為順應全球變革之趨勢，紛以政府組織改造做為國家發展之首要目標。我國為迎頭趕上，邁入已開發國家之林，依經發會共識，於2001年12月政府成立「改造委員會」推動政府改造事宜，廣邀來自政府、學術及企業各界菁英代表擔任委員，確立政府改造之理念為「顧客導向、彈性創作夥伴關係、責任政治、廉能政府」願景為「建立具全球競爭力的活力政府」，並設定目標為「興利創新的服務機制、彈性精簡的行政組織、專業績效的人事制度、分權合作的政府架構、顺應民意的國會改造」，期能實現當前國家發展願景藍圖，建立具「高效能」、「負責任」及「應變力」的政府。內容涵蓋精簡行政組織、改進人事制度、強化服務機制及調整政府架構等多元目標。本文將以政府再造之經管理念、全球競爭力評比、政府組織改造、政府職能之轉變、各國政府組織改造等主義題，分別加以探討。

In this 21(superscript st) century, it has come to an. age of the economic knowledge in the global competition. Almost every government in this fast changing and growing situation, eventually targets the government restructure as the first and the only goal. The main idea had been tuned in as ”Customer orientation, flexible and innovative partner relationship, political responsibility and the thrifty government”. Its goal and function is to ”establish a government with competitive power and active system and set a goal ”to establish an innovative serving system, flexible and concise official government, professional personnel system, a good structure with specific responsibility, and a government followed people's mind”. In order to accomplish the goal, it is important to establish a ”high efficient”, ”responsible” and ”flexible” government. This research is focused on the concept of the management on government restructuring, the global competition rate, the government organization restructure, the change of the function of the government, and the government restructure on each nations.
