單極體系挑戰下的國際政治經濟研究

摘要

當今國際互動模式並沒有如新現實主義所預測地走向多極體系，各種國際現象，益發顯現美國獨佔優勢性地位的全球單極體系特徵。在此一單極體系之下，為國際政治經濟研究，帶來了許多新的挑戰與新的課題。國際政經研究，有必要再深入討論國際政經制度與國際體系權力分配狀態間的關係。此外，國際經貿的衝突是否必然會昇高為安全的對抗，進而發生霸權戰爭，亦有待討論。吾人有必要探索國際體系已經濟層面的權力分配變化，是否必然會以暴力手段進行重整，以取得國際體系的穩定。單極獨霸國家的出現，顯示獨霸國的國內因素將可能產生改變國際系内與體系內權力分配的重大作用，如何修正現有的國際關係典範(paradigm)，提出更有效而且其有說服力的觀點，以求能更正確地描述國際政徑的變邊，將是未來的重大挑戰。

The Unipolar system strengthened by the United States after the 1990s has posed certain challenges to the International Political Economy. The relationship between the international power distribution and international institution has to be one of the main issues which are needed to be explored comprehensively. One would also discuss the complex about the national security concerns and the economic competition between/among the great powers. The economic re-distribution once is believed to be the casual effect on the explosion of the hegemonic war. However, such reasoning need more research on its application under the unipolarity. The hegemony's internal affairs also have the potential to become a vital source about the change of the international system, which the neoliberial-institutionalism and neo-realism are ignored in the cold war period.
