歐盟在半世紀以來的整合過程中,於超國家體制組織、管轄權及對外政策方面不斷地擴張和調整,日漸展現一些獨特的原則和價值。隨著歐盟對國際政治影響力的增加,使得歐盟的演變以及其規範性模式,引發學者們對歐盟特性研究的興趣。歐盟在國際關係中的特性不僅展現在文事力量和具備潛力的軍事力量方面,同時也在一系列的規範性標準之上呈現出來。而歐盟在國際間的整體表現與行動模式大致也依循這些自我設定的規範標準。歐盟認為自己在處理國際問題的方式和區域主義及多邊主義的治理經驗,有其優越性也值得向其他國家推廣。歐盟相信這些制度化的價值和規範,或是所謂的新歐洲模式,對於解決個別國家複雜的發展困境以及全球化的帶來的新問題,會有積極的助益。然而對於歐盟作為規範性力量此一概念的批判與分析,同樣也呈現多元的觀點,值得探討。
The unique principles and values established by the European Union in the past decades have made the development model of European Union a more attractive normative one. Given its influence on the affairs of the world, it has become a popular subject for various scholars. The characteristics of European Union in the international relations are exemplified not merely in civil power and military power, but also by a series of normative standards. The European Union follows normative standards in its action in international politics. The Union beliefs that the way it deals with international problems and the successful multilateral administration has more extensive values to be popularized. This configuration has offered for the world a brand-new normative standard on politics, on ethics, and on the thought. And the so-called new European mode could be more advanced and suitable for the future globalization.
