由於非洲大陸佔有特殊而重要的地位,擁有豐富的資源以及強大的集體政治力量,為中國傳統的戰略盟友和重要的經濟貿易夥伴。如果能爭取其對中國認同、接受、羡慕甚至主動模仿,不僅有助於穩定與安全地獲得濟發展所需的原物料和商品市場;同時也能夠獲得必要的政治和外交支持。中國在非洲擁有政治、外交、經濟以及外交形象與話語權等國家利益,故長期把發展與非洲國家的關係作為自身外交的基石,軟權力運用成為中國外交政策的主要途徑。本文透過軟權力這一研究途徑來分析中國的非洲外交,首先本文將論述「和諧世界觀」以及軟權力的意涵以作為分析的基礎,其次說明中國在非洲的國家利益。最後則透過文化、經濟、多邊機制以及政治菁英互訪這四個面向來分析中國的軟權力外交。
Africa is a traditional strategic ally and important economic partner for China, as the continent possesses unique status in the world, rich strategic resources and collective political influence. With multiple interests in Africa, China has long set its relationship with the continent as a key part of its foreign policy and has utilized so called ”soft power” as its main strategy in Africa. Human resource development, education cooperation, cultural exchange and cooperation, economic assistance, debt relief, investment, tariff reduction, petroleum technology development, and official exchange and cooperation on different levels are all important aspects of Sino-African relations. The objective of this article is to understand China's foreign policy in Africa through the concept of soft power. This article examines the concepts of soft power and China's harmonious strategy and explains their implications for China's foreign policy in Africa in the aspects of culture, economics, forum and state exchange.
