摘要

本文旨在採取折衷主義整合分析途徑，全面探討當前台海安全治理模式及可能性，分別就權力、制度與觀念面向剖析台海安全問題，並從理論應用的角度出發，進一步推論霸權穩定、威脅平衡、權力平衡、集體安全、互信機制、區域整合、民主和平、安全共同體，以及解放共同體等安全治理模式，拓展吾人觀察台海區域安全之視野；最後綜合所有討論，全面檢證各項模式在建構台海安全秩序上的作用，及其可能伴隨之潛在風險與挑戰。透過對於台海安全治理現狀與未來之研究與討論，不僅有助於研究者思考兩岸安全共管與和平發展的可行模式，提供政府擬訂大陸政策時之參考，亦能藉此辨析「安全治理」概念在研究應用上的優點及其潛在問題，以為相關領域研究作出具體貢獻。

This thesis aims to explore security governance models and their policy implication applied to Taiwan Strait region by using analytical eclecticism. First, it introduces the theoretical basis of analytical eclecticism and how it valuable to security governance studies. Second, it discusses security problems and governance models following dimensions of power, institution, and idea, and infers nine models including hegemony stability, balance of threat, balance of power, collective security, confidence building measures, regional integration, democratic peace, security community and emancipation community. Finally, it compares all security governance models' prosperities, potential risks, and future challenges as applying to constructing Taiwan Strait security order. To conclude, different research approaches, as analysis tools, provide different observing results which could improve scope and depth of IR studies and make them approximate to real world. So that, this thesis can not only deliberate upon what to do with Taiwan Strait security governance for government officials, but also understand the advantages and problems of security governance.
