摘要

一、2012年11月習近平上任後，旋即著手軍事改革計畫，並對軍隊進行一系列「大刀闊斧」的革新措施，包括「指揮架構」、「軍區改戰區」、「裁軍」、「反貪腐」等作為；外界普遍認為其所主導的軍事改革，是中共自1949年建政以來最為澈底的一次變革。二、習近平在「十九大」工作報告中給共軍的「強軍」之路訂定時間表：第一步是2020年基本實現機械化、信息化建設取得重大進展，戰略能力有大的提升，第二步是力爭到2035年基本實現國防和軍隊現代化，第三步是到本世紀中葉（2049年）把人民軍隊全面建成「世界一流」軍隊。三、面對中共軍事實力日益強大，且武力威脅也「與日俱增」的情況下，國軍確實應該持續強化「不對稱」戰力整備；另一方面必須著重培養具有新型態國防戰略思維的人才，詳實探討敵軍的特、弱點，且針對中共的戰術、準則、戰具等面向並鑽研剋制之法，才能在兵力懸殊的戰場上「制敵勝敵」。

1.After Xi Jinping took office in November 2012, he immediately embarked on a military reform plan and carried out a series of ＂drastic＂ reform measures for the military, including ＂command structure＂, ＂military region reform theater＂, ＂disarmament＂, ＂anti-corruption＂ and other actions, and it is widely believed that the military reform led by Xi Jinping is the most thorough change since the founding of the CCP in 1949. 2.In his work report to the 19th National Congress, Xi Jinping set a timetable for the communist army's road to ＂strengthening the army＂: the first step is to basically realize major progress in mechanization and informatization construction in 2020, and the strategic capability has been greatly improved; the second step is to strive to basically realize the modernization of national defense and the army by 2035; and the third step is to build the people's army into a ＂world-class＂ army by the middle of this century (2049). 3.In the face of the mainland's growing military strength and the ＂increasing threat of force,＂ the Taiwan military should indeed continue to strengthen the ＂asymmetric＂ combat strength; on the other hand, it must focus on cultivating talents with a new type of national defense strategic thinking, discuss in detail the characteristics and weaknesses of the enemy, and study the method of restraint in light of the CCP's tactics, standards, and combat equipment, so as to ＂defeat the enemy＂ on the battlefield with a huge disparity in strength.
