在全球化的社會裡,培養學生具備世界公民資質,有能力參與全球議題的解決,是學校教育嶄新且重要的課題。本文整理研究者過去三年的國科會計畫研究成果,提出公民行動取向全球議題課程的設計模式與實踐案例,供學校規畫與實施之參考,期以爲培養學生具備世界公民素養盡一分心力。 全文首先闡述全球議題課程的重要性,其次,探討全球議題的內涵與課程目標,包括全球議題的意義與性質、議題種類、選擇規準、課程目標等;復次,探討公民行動取向課程設計,包括公民教育取向分析,以及公民養成方案與公民行動取向課程等兩個設計模式;最後,介紹公民行動取向全球議題課程的實踐案例,並從研究經驗中歸結出若干實施困境與因應的變通作法。
It is paramount to prepare students' global citizenship for learning and helping to solve the global issues in global society. This paper proposed a civic action model for global-issues curriculum design, and introduced some exemplary practice cases. Firstly, the definition, category, and selection criteria of global issues for curriculum design were depicted. Secondly, the curriculum models were explored, including the comparison of four civic education approaches, the model of ”we the people, project citizen” and ”civic action model for curriculum design”. Finally, the implementation of some practice cases which adopted civic action model for global-issues curriculum design were introduced, and some predicaments and solutions raised during the curriculum implementation were discussed.
