摘要

受到政治結構、社會關係轉變與科技進步之影響，21世紀的戰爭型態呈現出有別於傳統戰爭（Conventional Warfare）之非傳統戰爭（Unconventional Warfare）型態。本研究基於對非傳統戰爭之探討，發現當前美軍在反恐行動、游擊戰、外國內部協防、反暴亂與穩定軍事行動等方面已積極提升作戰因應能力。此外，我國軍正值規劃國防轉型，可就此戰爭型態內涵與特點作為精進政戰組織效能方面之啟發，冀能掌握當代戰爭轉型趨勢，結合國軍聯合作戰機制，有效支援軍事任務達成。

With changes of political structures, social relationships and technical advances, the ”Unconventional Warfare” emerged in the 21st century. This kind of warfare is presenting distinguishing features, and I found out that the U.S. military has enhanced its operational adaptability in counter-terrorism operations, guerrilla warfare, foreign internal defense, counterinsurgency and stability operations, etc. In addition, the R.O.C. military now is undergoing ”Defense Transformation”, and this study proposes the use of the concepts and features of ”Unconventional Warfare”, so as to effectively transform the organization of political warfare. We must grasp contemporary transformation trends, connect the dots in the joint operations mechanism, and support the achievement of a variety of military tasks.
