摘要

一、欣逢中華民國99年雙十國慶，並紀念臺灣光復65週年，值此令人歡欣鼓舞的節日，格外具有時代的意義。二、要確保國家安全，嚇阻敵人武力犯臺，必須展現國民整體的戰鬥意志與戰鬥能力。三、吾人在慶祝雙十國慶，並紀念臺灣光復節的同時，更須激發全民憂患意識，並著力下述四大面向：（一）凝聚「全民國防」意識建構堅實的心防：（二）砥礪軍人武德強化抗敵意識；（三）加強國防教育提高民眾國防認知；（四）建構全民綜合性安全觀才能確保國家安全。四、我國處在21世紀的戰略環境，面對中共軍事武力的虎視眈眈，國人必須凝聚國家意識，建立民眾對政府的向心力，才能有效抵禦外敵、捍衛臺澎金馬的國防安全，也才能再創光輝的十月，讓全體國人都能過著安居樂業，繁榮富裕且免於面臨戰爭恐懼的生活。

On the eve of the Double Tenth Day, which marks the 99th birthday of the Republic of China, and also coincides with the 65th year since the end of the Japanese occupation of Taiwan, this is truly an exceptional time.2. To ensure the safety of our nation, and to deter our enemies from invading by force, it is imperative that we display a sense of national unity in terms of our willingness to engage the enemy and our combat capabilities.3. During the commemoration of the Double Tenth Day and the end of the Japanese occupation, the author would like to point out the importance of being continually vigilant of the threat, and the present article discusses the four following points. (1)a solid psychological defense based on the concept of ”Total Defense” (2)development of combat morality in our Armed Forces. (3)strengthening National Defense education in order to elevate the knowledge of the general public. (4)building a combined collective understanding to ensure national safety.4. Our nation exist in the 21st century strategic environment, and in the face of a continuous threat from the PRC military, we must build on our collectively sense of unity and focus on our national identity, to effectively fight the enemy and defend the national defense safety of our territories. The splendor of the October Festival is only meaningful if all the people of Taiwan can enjoy the prosperity that comes with the peace and live without the fear of war.
