摘要

軍事戰略主要責任為指導國家武力之建立與運用，並透過國家武裝力量之使用，以爭取軍事目標。軍事戰略之制定須能兼顧理論與實際，始能獲得人民與民意機關的認同與支持，進而獲得所需的國防資源及組織內的共識。在理論方面，須對軍事戰略之涵義、分析架構、制定程序及相關考慮因素等有清楚的認識，始能制定出所需之軍事戰略；在實際面上，自民國38年隨政府播遷來臺，國軍軍事戰略歷經「攻勢作戰」、「攻守一體」、「防衛守勢」及「積極防衛」四個時期的調整，現階段則以「防衛固守，有效嚇阻」為軍事戰略構想；前瞻我國之軍事戰略應朝「拓展軍事戰略的內涵和外延」、「調整軍事戰略運用方式」、「以全民國防為軍事戰略後盾」及「建立防衛與嚇阻之可恃戰力」趨勢發展。

The major responsibility of military strategy is to guide the establishment and application of the national military forces, and through the use of the forces to attain the military objectives. The formulation of military strategy must consider both the theoretical and practical aspect to win supports of the people and approval from Legislature Yuan, subsequently obtaining necessary national defense resources and the common recognition inside the military organization. In the theoretical aspect, we need to obtain a clear and prior understanding of military strategy, including its meaning, analyzing its structure, the operating procedure and other relevant considerations. In the practical aspect, the ROC's military strategy has been revised several times since 1949. They can be chronologically categorized in 4 different phases, namely, ”offensive operation”, ”integration of offense and defense”, ”passive defense”, and ”active defense”. The current military strategy concept is formulate around ”resolute defense and credible deterrence”. The future prospect of the military strategy in our country should shift toward ”expanding military strategy, intension, and extension”, ”adjusting the operational method of military strategy”, ”regarding all-out defense as the military strategic backbone”, ”building a credible defense and deterrence forces”.
