摘要
從歷年的中華民國國防政策報告書及中華民國四年期國防總檢討中，可以瞭解臺灣國家安全等問題，在面臨著中國不斷增長的現代化軍事威脅、區域局勢的變數以及非傳統安全等因素的影響下，國防戰略因應政策的變革與軍事戰略的規劃，為尋求新的研究途徑，重新詮釋國防、軍事戰略的意涵。 因此，軍事戰略應遵循國家戰略指導，以作戰構想為導向，規劃建立與妥善運用國家的武裝力量，其內涵不僅是運用現有戰力達到國家安全目標，同時還要「勝兵先勝」建立所要軍事力量。「軍事安全」是直接運用軍事力量確保國家安全，包含建軍、備戰與用兵三方面的問題。目的主要為對外抵禦外侮、鞏固國家安全，對內平定動亂、確保國家安定。 堅持「預防戰爭」、「備戰而不求戰」的和平理念，也可以促進國際間更加瞭解我國致力維持臺海和平現狀的努力，爭取國際友盟對我國之支持並開啟臺灣在國際的能見度與發揮影響力的契機。以「國防新紀元」為核心主軸，藉由「戰略環境」、「國防轉型」、「國防戰力」及「安邦定國」的架構，明白闡述建軍備戰的重性要，並揭示構築未來建軍規劃的方向及願景。 本島地理環境、敵情威脅及軍備條件，與其他國家殊異，若仍以近幾年募兵狀況，及參考世界主要國家的人口與兵員所占比例，來計算兵力目標，將陷入「為減而簡」的迷思，國防部持續推動「勇固案」與「募兵制」，國防資源集中運用在「不讓敵人登陸立足」之原則指導下，優先精簡國防部及各軍司令部組織，建構「小而精、小而強、小而巧」的國防力量。此時審視國家戰略構想，規劃軍事戰略發展，以符合國家利益之達成，國防預算面臨著建構科技新武器與因應全「募兵制」人員薪支給付的龐大需求下，對於國防建軍備戰的工作都是極大挑戰。
