國軍軍事投資組合評選模式之建構分析

摘要


國軍建軍構想之落實與否,透過計畫、設計及預算制度,由檢視與定義組織使命、設定長期目標與目的、分析與制定策略,以達成目的;透過專案管理以執行策略與達成建軍目標。本研究提出一套軍事投資組合評選模式,區分為成立建案評選團隊(委員會)、表列提案單位所有建案、建案之綜效分析、配合及歸納戰略需求與標準加權之建案、建案優先順序排序、建案預算分配與績效管理等六步驟,建立國軍投資組合建案之評選、決策與管理之方法論,對難解之建案投資優先順序排定、資源分配與預算不足之重新調整等問題提供一套科學與公正之作業程序,有利立院預算獲得與國防部戰略規劃之遂行。

To examine if military force build-up concept is carried out, it is necessary by the way of Planning-Programming-Budgeting System (PPBS) for overseeing and defining the organization's mission, setting up long term objective, analyzing and developing the strategy; in a way of project management process in order to execute strategy and achieve the purpose. This research provides the model of military investment combination which has six steps including the establishment of evaluation team (board), tabling all military proposed programs, linking the relevant and summarized analysis of the proposed programs, the induction of strategic requirement and the standard weighting of proposed programs, prioritization of the proposed programs, and budget/resource allocation as well as performance management. With this methodology for the evaluation of military investment combination and decision/management, the hard resolved problem in terms of programs prioritization, resource allocation, re-adjustment of the plan under limited budget restriction situation, etc. could have a process with science and impartiality attribute for getting the right answer. It can also benefit the MND in its budget defense, acquiring at congress and the execution of defense strategic planning.
