摘要

一、從美國本身利益角度，或身為超級大國對維持區域安全的責任，美國於兩岸信心建立措施之角色都是關鍵而不可或缺的。二、北京領導人雖對臺海情勢發表正面談話，但中共在臺海對岸的軍力部署，卻未見有顯著改變，正顯示解放軍係以軍事作為政治談判的籌碼以及運用不對稱戰力作為對臺的潛在威脅。三、臺美間看似友好與擁有共同利益外，雙方仍有缺乏信任之處，如民進黨執政期間，臺美的信任被大量的耗損，馬政府執政，雖積極的改善兩岸關係，卻又蒙上過分傾中的顏色，使得美國對臺軍售有陷入謹慎考量的趨勢。四、美國在兩岸關係的角色上，其依舊掌控兩岸競合關係以獲取其國家利益，即便我與美國仍保持非官方的盟友關係，但仍應注意美中合作利益遠勝美臺聯結關係，特別是在美國關注下，中共的軍事發展依舊對臺造成威脅，因此，以合作代替挑戰是未來美中臺關係重點。

Analyzing from either the perspective of U.S. interest or superpower's responsibility for maintaining the regional security, the United States role of establishing cross-strait CBMs is critical and essential.2. Although Beijing's leaders issued positive statement on the Taiwan Strait situation, PRC's military deployment against Taiwan had no significant change. This shows that PLA is using the military as a political bargaining chip and the unbalanced forces across the Taiwan Strait as a potential threat to Taiwan.3. The relationship between Taiwan and the United States appears to have common interests with mistrust, For example, during the administration of the Green Camp (DPP), the mutual trust between Taiwan and the United States had quite some wear and tear. President Ma administration had made positive improvement with PRC government, but the cross-strait relations with impression of over pro-China attitude also made the United States decision on arms sales to Taiwan into a careful consideration trend.4. About the role of U.S. in the cross-strait relations, U.S. still controls the cross-strait competing and cooperation relations to obtain its own interests. Even though the relation between Taiwan and the United States remains unofficially close, the fact that U.S. interests from U.S.-China cooperation are far greater than those interests from US-Taiwan alliance should be paid of great attention, especially the U.S. has been concerning the PRC' growing military development as a threat to Taiwan. Therefore, cooperation instead of confrontation would be the future focus of U.S.-China-Taiwan relation.
