兩岸信心建立措施之評析

摘要

2008年520之後兩岸關係進入一個關鍵的年代，兩岸在「九二共識」的基礎上，重啟中斷十年的協商，陸續完成了許多歷史性的工作。處在歷史的轉捩點上，信心建立措施將是改善兩岸關係的重要關鍵因素。本文藉由信心建立措施之理論與實務的研究，從信心建立措施五種具體措施檢視520前後兩岸發展歷程，並以「強弱機危」分析模式檢視其利弊與得失，冀圖尋求兩岸推動互信機制的契機，以解決長期累積下的誤解與衝突，從而創造兩岸和平與穩定的雙贏戰略格局。

The Cross-Straits relation has entered a key time after 20th of May in 2008. Both side had resumed negotiations on the basis of ”Ninty-two consensus” after talks been suspended for 10 years, and completed many historical tasks step by step. Standing on the historical turning point, to establish Confidence Building Measures is one of the key factors of improving the Cross-Straits relations. This paper analyses the pros and cons and its gains and losses by way of SWOT with the CBMs theory and practices, trying to search the way how to promote both sides to seize the opportunities in constructing a mutual trust mechanism that can resolve the accumulated misunderstanding and conflict problems lasting for such a long time, and to create a win-win strategy for the peace and stability between China and Taiwan.
