摘要

在國際政治上，如何避免衝突與戰爭是各國持續關注的議題，而「信心建立措施」正是為解決國家之間因為認知錯誤，或者是發生誤判、誤會與誤解而導致戰爭的措施，可有助於減少擦槍走火而導致爆發戰爭的機率，期望藉由訊息相互的交流，增進相互間彼此的瞭解。「信心建立措施」是當前研究兩岸關係的議題之一，因此本文藉由亞太地區的東協、印巴、與朝鮮半島的實踐經驗，提供未來兩岸建構「信心建立措施」之政策參考。

In the international politics, the issue of how to avert the conflicts and wars is concerned by the states of the world. ”Confidence Building Measures” is the best solution for tackling misunderstandings and misjudgments which might lead to wars. They are also beneficial to decrease the chance of all-out wars due to accidents. By exchanging information, the countries will have better understanding for one another.”Confidence Building Measures” is one of issues for the current studies of Cross-Strait relationship. Taking the case studies on ASEAN, India, Pakistan, and Korean Peninsula, this article will provide the thoughts of possible future ”Confidence Building Measures” of cross-strait.
