This study aims to examine Republic of China's (R.O.C.) difficulties, necessary strategy, and efforts on South China Sea. Regarding the difficulties, the R.O.C. government has faced several challenges, including the historical territorial waters being challenged, South China Sea forum being marginalized, dilemma of whether or not to cooperate with China, and the insufficient capabilities of force projection. In terms of strategy and efforts, the R.O.C. government needs to expand track-two channel, readjust military strategic thinking, and reinforce the defensive ability of Spratly Island and Pratas Island. In terms of diplomatic measures, R.O.C. needs to seek every possible communication opportunity and request to join Conduct of Parties on South China Sea mechanism, and maintain and also, improve relations with China and ASEAN states.
