摘要

習近平接掌軍權後，提出「黨在新形勢下的強軍目標」，期建設一支「聽黨指揮、能打勝仗、作風優良」的軍隊，以做為「中國夢」的安全保障。共軍政治工作肩負服務與保證任務，對「黨在新形勢下的強軍目標」，必須確保軍隊對黨中央、中央軍委絕對忠誠、可靠；面對國家核心利益，必須提供「能打仗、打勝仗」的人才保證與精神戰力；並發揚軍隊傳統「優良作風」，防制形式主義、官僚主義、享樂主義和奢靡之風等現象。

After Xi Jinping took over military power, he proposed the idea of ”Party in a Strong Military Target under the New Situation.” He looked forward to building a force, which would obey the commander and be the cornerstone of Chinese Dream, win the war and bring a fine style to the People's Liberation Army (PLA), in order to be a guarantor of powerful security. On the one hand, his priority is serving and guaranteeing that the army can obey and has absolute loyalty to the Military Affairs Commission; on the other hand, when faced with protecting core interest, the PLA can provide and ensure the ability to combat threats and win. The most important thing is to specialize the traditional style of PLA. Furthermore, avoidance of any kind of formalism, bureaucracy, hedonism and wasteful phenomenon.
