摘要

安全概念和內容趨於多元化與綜合性。以恐怖主義及天然災難為首之非傳統安全，成為國家國土安全防護之主要安全概念。國家安全的核心價值即在於如何保國安民，確保生存安全以及繁榮發展，其中關鍵在政府與人民對安全威脅的認知以及有效因應。我國位於西太平洋颱風區及環太平洋地震帶上，境內颱風、地震、豪雨、乾旱等天然災害發生率極高。面對變遷中之安全環境及重大天然災害的挑戰，災害防救已受到國人的重視。國軍角色不僅將災害防救納為主要任務之一，救災機制更由「接受申請、支援」轉換為「主動、協調執行」。國軍軍事組織及兵力調整規劃後，國軍編制趨於精簡化，災難防救除平時訓練外，更應加強與民間交流，增加軍隊與民間單位合作默契。國軍官兵在有限人力與資源運用下，同時兼負非傳統救災任務執行的職能角色，已獲得更進一步的認識，進而結合民間組織、民防及後備動員的力量，達成國軍維護國家安全的目標。

Security concept and content have also been driven into diversity and complex. Terrorism and natural disasters become a major security concept of Homeland Security as non-traditional security. The core value of national security lies on how to protect the social security and people's property as to ensure the safety and prosperity of the country. This key element lies on the acknowledgement by the government and people to the security threats and taking effective response. R.O.C. is located in the western Pacific typhoon zone and the circum-Pacific seismic belt. The possibility of occurring typhoon, earthquake, heavy rain, drought, and other natural disasters within Taiwan is getting higher in the past few decades. Facing the challenges of major natural disasters in the security issues, the disaster prevention and relief have gradually been considerable attention by people. R.O.C Armed Forces' role in disaster prevention and disaster relief will become one of the main tasks, the rescue system has converted from ”accepting applications support” to ”initiative, coordinated implementation.” As the downsizing of the armed forces, the military disaster prevention and disaster relief task will focus on daily training, strengthening exchanges with civil resources and increasing tacit cooperation between the military and civil sectors. The Armed Forces has a clear picture in its role on military operation, non-tradition disaster prevention, and disaster relief task within the limited human resource. To maintain the tradition role in eliminating threat to the national security, the armed forces should unite the civil resource, civil defense and reserved forces, together as a whole.
