非傳統安全與航空器災害救援：我國與各國案例探討(1999-2015)

摘要

國家安全的核心價值在於如何保國安民，確保生存安全以及繁榮發展。由於傳統安全威脅逐漸降低，內部的安全威脅已延伸至非傳統性的安全威脅，而非傳統安全威脅如因氣候變遷所導致天然災害，乃是國際社會所共同關注的安全議題。近年各國航空器參與救災的頻率與數量逐年上升，且國軍近年購置新式直升機，本研究藉航空器近年救災執行成效、討論航空器於各類災害之運用方式。另一方面，因應各種重大天然災害頻傳，災害防救儼然成為國軍中心任務之一，由於軍隊組織能力強、效率高、緊急應變能力足夠，世界各國政府災害防救工作都賦予軍隊重任。参考國內外有關部隊救災的文獻資料加以綜整，發現潛在問題並提出具體的建議方向，以提供政策與決策的重要参考。

Core values, such as national security, lies on Military to ensure the survival and prosperity of security. As traditional security threats decreased , the internal security threat has been extended to non-traditional security threats, and non-traditional security threats such as natural disasters are cause by climate change, which are common concern of the international community safety issues. In recent years, the frequency and number of aircrafts involved in disaster relief all over the world increased each year, and also the recent purchase of new military helicopters, this study discuss how the way is use of aircrafts in different kinds of disaster with achievements of the disaster relief implementation in recent years.On the other hand,in response to a variety of major natural disasters occur, disaster prevention and relief has become one of the central tasks of Military. Due to high efficiency ,adequate emergency response capabilities of the Military organization, governments around the world assign disaster prevention and relief work to them.With sorting and taking reference of information about the military troops disaster relief at domestic or abroad,help us identify potential problems and propose concrete recommendations the direction of specific recommendations for policy and decision-making.
