論國軍軍事院校「創新」發展之理念與實踐

摘要


近年來受人口少子化的衝擊、高等教育市場化的激烈競爭、國防組織變革及社會民意期待等因素影響,軍事院校需朝創新經營發展,進而增加軍事院校績效及提升競爭力,達到超敵勝敵、永續經營目標。軍事院校創新的重要理念包括勇於突破舊有桎梏、具宏觀之戰略思維、營造開放多元環境、為價值而創新、發展自身的特色及具容忍錯誤的胸懷等。在具體實踐方面,包括營造民主化及人性化的環境、孕育創新的組織文化、優質領導統御、建立學習型組織、重視學校知識管理及完善人力資源管理。

In the recent years, due to the Low Birth Rate, the fierce competition of higher education market, the organizational change of national defense, and the high expectation of civil society, all military colleges and academies have to move their development towards innovative management. The purpose is to increase the performance and competitive ability of each school in order to surpass its potential enemies, to gain its necessary achievements and to reach its objective of sustainable management. The innovative concepts include the ideas in bravely finding answers out of the current tool box, comprehensively having a strategic thinking, openly creating a multi-cultured environment, innovatively pursuing core values, eagerly developing unique self-characteristics, and open-mindedly allowing his or her subordinates and followers to make mistakes. Furthermore, the practical behaviors will include creating a democratized and humanized environment, developing an innovative and creative organizational culture, setting a role model of outstanding leadership, establishing a learning organization, emphasizing school knowledge management, and improving human resource management.
