中共國防知識產權制度與戰略研析

摘要

近年來為了因應全球軍事事務變革，中共提出軍事跨越式現代化發展的方向以實現軍隊的現代化，特別是在武器裝備的現代化。另一方面，中共同時也面臨軍工產業結構轉型的問題。因此，中共希望藉由建立國防知識產權制度以激勵國防科技研發、保障研究成果、提升國防科技；進一步推動軍工產業的順利轉型與武器跨越式發展。本文將介紹中共發展國防知識產權的背景、中共國防知識產權制度與戰略、中共國防知識產權實施狀況，並針對中共國防知識產權制度中可供國軍借鏡的部分提出建議。

In response to the global revolution in military affairs, China carries out the military modernization through the way of striding across. especially in the modernization of weapons and military equipment. On the other hand, China simultaneously faces the problems of the transformation of local military industries. By establishing the national defense intellectual property system, China hopes to encourage the research and development, protect research results, and improve military technology. Furthermore, China expects to smoothly promote the transformation of local military industries and facilitate the development of military equipment. This paper will introduce the background of Chinese national defense intellectual property, Chinese national defense intellectual property system and strategy, and the status of implementation. This paper will also propose the suggestions about national defense intellectual property to the ROC armed forces.
