摘要

進入後冷戰時期，國際關係發生重大變化，伴隨著資訊革命、全球化及非傳統安全議題的趨勢，軍隊職責產生變化，導致國家軍事軟實力的戰略地位和作用明顯上升。儘管軍事、科技、經濟等硬實力的競爭仍然具有重要的戰略地位，但國家軟實力的建構及運用也明顯地更為重要。隨著軟實力的地位愈形重要，以及各國開始強調軍事軟實力概念，並發展軍事軟實力作為之際，吾人實應對軍事軟實力意涵及作為有一定之了解。美國為首先提出與推動軍事軟實力的國家，而中共為最積極落實軍事軟實力的國家，若欲了解軍事軟實力的意涵及實踐，則須先對美國與中共軍事軟實力的發展加以分析，以了解軍事軟實力之全貌。本文將分析軍事軟實力概念及美中軍事軟實力實踐概況，藉此以了解軟實力在美國與中共軍事領域的實踐，並提供我國軍事戰略發展之參考。

There has been a tremendous change in international relations during the post-cold war era. Along with the information revolution and globalization, the military task has changed. The strategic status of soft power increases significantly. Although the military, technology, economy and other hard powers are still strategically important, the construction and use of soft power become more important. Today, the research and practical application of soft power has been highlighted. Every nation stresses the importance of military soft power and invests in considerable effort to research and practice the military soft power. It is essential to understand the concept and implementation of military soft power. US is the first nation to propose and promote military soft power and China is the nation to implement military soft power most actively. In order to understand the meaning and practice of military soft power, the military soft power of US and China should be analyzed. This paper will analyze the development of military soft power in US and Ching in order for us to understand the practice of soft power in both countries on military field, and provide reference for the development of military strategy in Republic of China.
