摘要

南海位居太平洋和印度洋之間的航運要衝，加上擁有豐富自然資源，在軍事與經濟上都具有重要戰略價值。中共處心積慮讓「礁」變成「島」，設法要讓南海島礁建設軍事化，包括基礎建設、軍事基地、機場碼頭等。引發涉入國各自提出對南海區域島礁、領海、航線安全、區域穩定等因素之主張。基此，我太平島是南沙群島中面積最大、擁有罕見淡水，戰略價值極高。由於周邊國家動作頻頻，紛紛加強兩棲作戰兵力，我國太平島處於這樣險惡的環境下，我國海軍戰略勢必要做適當的調整，強化太平島戰備能力。

South China Sea is located between the Pacific and the Indian Oceans. It has abundant natural resources and shipping hub. It has an important military and economic strategic value. PRC actively makes ＂reef＂ to be ＂island＂, and makes the South China Sea Islands and reefs to be militarized construction, which includes infrastructure, military bases, airports, and terminals. This behavior leads to those states in the South China Sea concerning to put forward their reefs, seas, route security, regional stability and other factors of the claims. Based on this point, Taiping Island in the Spratly Islands is the largest one with freshwater and a high strategic value. Due to these countries' military actions, strengthen amphibious troops constantly go on around the Sea. Taiping Island is in such a dangerous environment. ROC's naval strategy is bound to do the necessary adjustments in order to strengthen the capacity of readiness in the Taiping Island.
