摘要

中共近年來面對當前國際環境下傳統安全與非傳統安全威脅問題，顯現出國家安全的重要性，認為需要有一個機制來對國家安全問題作出迅速反應。於是在2013年11月12日召開第十八屆三中全會通過設立「中央國家安全委員會」，此舉引發國際社會的高度關注。「國安委」作為中共中央關於國家安全工作的決策和議事協調機構，分別向中央政治局、中央政治局常務委員會負責，統籌協調涉及國家安全的重大事項和重要工作。中共設立「國安委」將更加有效整合各個部門的力量，有利於國家安全工作的整體規劃，提高國家安全決策和執行效率。隨著「國安委」的設立，中共政治權力的結構必將產生變化，中共領導人習近平作為新機構領導的地位將使權力更為牢固旦且握更大實權。

In recent years, the Communist Party of China (CPC) faces both traditional and nontraditional security threats in the international environment, which shows the importance of national security. It is essential to establish a mechanism to react quickly to national security threats. Therefore, the CPC held ＂the 3rd Plenary Session of 18th Central Committee＂ to set up the ＂National Security Commission＂ on November 12, 2013. This move is highly concerned by the international community. As a central institution of CPC, the National Security Commission is in charge of decision making for national security and coordination, and also takes responsibility of Poliburo of the CPC Central Committee and its members. They control and coordinate the important issues and tasks of national security. The National Security Commission set by the CPC will be more effective in terms of integration of different government branches, which can benefit the whole planning for national security and enhance the efficiency of executing national security decisions. A change in the CPC's power structure will be foreseen along with the establishment of National Security Commission. Chinese president Xi Jinping, also serving as the leader of new institution, will firmly consolidate power.
