摘要

中共領導人習近平上任後，為了加強軍中高層黨委班子和高階領導幹部的監督，落實軍隊反腐工作的推動，遂於2013年11月，成立共軍軍委巡視工作領導小組。此項被視為「反腐利器」的巡視制度擴大至軍隊實施，不僅備受外界關注，凸顯出中共中央要推動全面反腐、不留死角的決心，也意味著共軍內部將面臨更大規模的反腐措施。本文探討共軍積極透過軍隊巡視工作的部署，如何掃除貪腐勢力和反習的將領。此外，分析運用軍改推動軍隊指揮結構的調整，進而強化軍隊巡視工作的權力和職能，作為進一步監督軍隊高階幹部忠誠度和廉潔的重要部門。最後，析論習近平如何藉由推動全方位的軍隊巡視工作，達成確保軍權穩固的目標，以作為其後續執政的重要保障。

After the leader of Communist Party of China (CPC) Xi Jin-ping took office, he set up the PLA Central Military Commission Leading Group for Inspection Work (LGIW) in November 2013, in order to strengthen supervising the senior officers and the top cadres of the Party Committee in the military and implementing anti-corruption work in the army's promotion. In particular, there are some considered ＂anti-corruption tools＂ to extend the system implementation in the army. This article analyzes the PLA through inspection works to eradicate the forces of corruption and remove the Generals who are against Xi during Xi's power. Xi utilizes military reform to promote adjustment of the military commanding structure and strengthen the powers and functions of the inspection work in the PLA. This becomes an important sector to further monitor higher-ranking military cadres as loyalty and integrity ones. Finally, it is shown that Xi achieved the goals of ensuring his military power by pushing a full range of inspection works in the army no matter whether his power will be stable or not.
