運用層級分析法探討募兵制推動關鍵成功因素

Investigate the Key Successful Factors of Promoting Military Recruiting System by Analytic Hierarchy Process

摘要


面對著推動募兵政策而言,擁有高素質的兵員爲重要關鍵,鑒於近年來國內社會人口結構的改變,正面臨著人口高齡化與少子化的影響,嚴重的衝擊我國募兵制政策的推動。有鑒於此本研究初步透過文獻分析法及專家訪談法,研擬出我國募兵制重要影響因素,透過焦點團體訪談法審查確認我國募兵制關鍵成功因素,並以層級分析法,確立各關鍵成功因素權重、排序及差異重要性。研究結果顯示「薪資、福利待遇」、「職涯規劃與發展」等5個面向及「薪資加給」、「各項福利措施」等13項評估指標,各面向中以「薪資、福利待遇」最爲顯著佔35.59%、評估指標以「薪資加給」最爲顯著佔23.5%。

In the face of promoting voluntary military service recruitment, having high-quality soldiers is an important factor Since the changes in the demographic structure of the domestic society in recent years, our government is confronting the impact of aging society with fewer children, which has seriously affected promoting the policy of voluntary military service recruitment in Taiwan. Therefore, this study initially explores the significant influencing factors of the voluntary military service recruitment via literature analysis and expert interviews. Through the focus group interview to reexamine and confirm the key success factors of the voluntary military service recruitment. In addition, the weight, order and importance of each key success factor are establixhed via analytic hierarchy process. The results of the study are summarized in the five aspects such as salary & welfare treatment, and career planning & development. Thirteen evaluation indicators include "additional pay" and "welfare measures", etc. The most important aspect is "salary and welfare treatment" which is 35.59%, and the evaluation indicator is "additional pay", which accounts for 23.5% of all 9 evaluation indicators.
