推動募兵制關鍵成功因素探討

摘要


我國行政院於94 年間通過「現行兵役制度檢討改進方案」,將我國軍隊多年來採取以徵兵為主的體制,改採以徵募併行制,並規劃以漸進方式,逐年擴大募兵比率,減少徵兵需求,預期至民國105 年底完成募兵制,然而國家資源有限,要如何運用有限資源募得適質適量兵員,達到預期的招募目標滿足戰備需求,就必須要掌握關鍵成功因素,並針對這些關鍵成功因素,投入資源,以期有效率的達到目標。 本研究歸納相關文獻及檢討實務工作,獲得推動募兵制之關鍵成功因素,計有3 個構面(福利制度、專業召募、自我實現)及10 項因素,透過AHP專家問卷,並以expert choice 軟體分析後,受訪專家認為「薪資待遇」、「改善服役環境」及「專業的召募人員」為推動募兵制最重要的關鍵因素。所以國防部及其它相關單位必需在「福利制度」、「專業召募」、「自我實現」等構面上完成配套措施,其中尤需注重「薪資待遇」,其次為「改善服役環境」,第三為「良好的召募程序與作業」等關鍵因素,期能達成持續招募量適、質精的軍事人力之政策目標。

In 2005, the Executive Yuan of our country passed the "Current Military Service System Review and Improvement Scheme". Our army over the years to take the conscription-based system, will be used to recruiting parallel system. And planning to gradually increase the rate of recruiting, to reduce the demand for conscription. Expected to the end of 2016 completed the recruitment system. However, the country resources are limited, how to use limited resources to raise the right amount of troops, to achieve the desired recruitment target to meet combat readiness needs, it is necessary to master key success factors and to invest in resources for these key success factors in order to achieve their goals efficiently. This study summarizes the relevant literature and reviews the practical work, to obtain the key success factors to promote the recruitment system. There are three facets (welfare system, professional recruiting and self-realization) and 10 factors. Through the AHP expert questionnaire, and expert preferential software analysis, respondents believe that "salaries", "improving the service environment" and "professional recruiting staff" are the most important key factors in promoting the recruitment system. Therefore, the Department of Defense and other relevant units must complete the supplementary measure in the "welfare system", "professional recruitment" and "self-realization". Among them, "salary" is the first priority, followed by "improving the service environment" and the third is the key factors such as "good recruiting procedures and assignments". It is expected that a policy objective for the continuous recruitment of appropriate and quality of military manpower will be achieved.
