以美國安全合作機制檢視我國武器行銷策略

Taiwan Arms Marketing Strategy under the United States Security Cooperation System

摘要


我國國防工業自主政策施行多年,迄今已有顯著成效。然而,各軍種軍備需求透過國內研發能量所產製的各類型武器裝備,但主要作戰武器裝備如戰機、大型作戰艦艇、戰術直升機及關鍵零組件多循外購籌獲。美國長久以來在軍力及軍事科技均處於全球領導地位,在符合美國國家利益的前提下,持續投入大量國防資源進行科技研發與其軍事應用,藉由推動安全合作機制及武器外銷政策,維持區域穩定平衡及達到國家安全之目的。武器外銷成果應視為落實國防工業自主政策的重要指標,參酌我國國情、國際外交情勢及國防資源等面向雖與美國大不相同,本文討論在美國安全合作機制下,我國武器外銷的可行策略,進而達成武器外銷目標。

The effectiveness of Taiwan's efforts on its weaponry research and development has been revealed through the promotion of defense industry self-sufficiency policy over the past years. However, significant defense weaponry such as fighters, frigates, tactical helicopters, and critical spares and parts is still obtained from foreign countries after reviewing Taiwan's past arms and military equipment acquired through development and production. The US leads the world in military power and technology for years and promotes security cooperation and arms sales with allies to sustain regional strategic stability and achieve national security. Substantial financial resources and efforts of all involved are consistently invested into technology research and development and its military applications in line with the US national interests. The achievement of arms sales should be considered an essential indicator for Taiwan defense industry self-sufficiency policy. In considering the factors of differences in national circumstances, international diplomatic situations, and defense resources between Taiwan and the US, the purpose of this research is mainly to explore the feasible strategy for indigenous arms marketing with reference to the US security cooperation practices, and thus, to achieve the goal of arms sales.
