中共南海海事行為探討：灰色地帶戰略觀點

本文以「灰色地帶」戰略觀點探討中共對南海海域的主權伸張。透過中共對南海主權認知及檢視中共官方或準官方之聲明、法律與戰略文件及出版品等解析中共的戰略概念與灰色地帶戰略的關聯性。並藉由中共在南海海域與美國衝突對峙及開發經略案例，解析中共「灰色地帶」戰略的實踐。據此，本文歸納五點理論與實務關聯的啟發：1.戰略思想與行動的契合；2.模糊性－國際與國內法規差異之詮釋；3.不對稱性－行動與能力的多元與廣泛；4.漸進式—達成戰略目標及5.灰色地帶戰略觀點對戰爭與和平的啟示。最後，本文就中共灰色地帶戰略地運用案例與經驗，提出可供我國國家安全實務思考方向。

This paper examines China's claim of sovereignty over the South China Sea from the "Gray Zone" strategic perspective. To analyze the relevance of China's strategic concept through the "Gray Zone" strategy on the South China Sea sovereignty proclamation, steps are applied as follows: to examine the Chinese official and quasi-official statements, legal and strategic documents and publications. The paper also analyzes the practice of China's "Gray Zone" strategy through the case of China's standoff with the United States on the South China Sea sovereignty issue and the conflict concerning resource development. Accordingly, this paper summarizes five theoretical and practical insights: "Consistency" about strategic thinking and action, "Ambiguity" - interpretation of the difference between international and domestic regulations, "Asymmetry" - the plurality and breadth of activities and capabilities, "Incrementalism" - the achievement of strategic goals, and the implications of "Gray Zone" strategy theory for war and peace. Finally, this paper proposes a practical thinking direction for Taiwan's (ROC) national security practice in response to lessons learned from China's response to this "Grey Zone" strategy application.
