摘要

南海海域地理位置複雜、戰略位置重要、天然資源豐富，可謂兵家必爭之地。近年來，中共對於南海策略也不斷強調歷史水域，及以1998年「專屬經濟區和大陸架法」為基礎，堅決反對各爭端國以「聯合國海洋法公約」來擴大領土；隨著中共國力的快速成長，中共對南海事務越來越重視，態度亦越趨強硬，由於南海事務在其崛起的過程中扮演著極為重要的角色，本文從中共的南海政策沿革、南海戰略及南海能源策略為例探討中共南海策略部署，並建議強化主權立場、適時適法多邊機制進行非傳統安全層面與民間交流及主動加強建設、提升戰略地位，且珍惜現有優勢與成果，持續經營、永續建設發展，以彰顯實質維護與實踐我國南海主權的決心。

The location of the South China Sea is complex, strategically important, and rich in natural resources. It is a battleground for military strategists. In recent years, the CCP has also continuously emphasized the historical waters for the South China Sea strategy, and based on the 1998 ＂Exclusive Economic Zone and Continental Shelf Law＂, resolutely opposes the disputed countries to expand their territories with the ＂United Nations Convention on the Law of the Sea.＂ With the rapid growth of the CCP's national strength, the CCP has paid more and more attention to the affairs of the South China Sea and its attitude has become more and more tough. Since the South China Sea affairs played an extremely important role in the rise of the CCP, this paper explores the strategic deployment of the South China Sea from the CCP’s South China Sea policy evolution, the South China Sea strategy and the South China Sea energy strategy, and proposes to strengthen the sovereign position, timely and appropriate multilateral mechanism and actively strengthens the construction, enhances the strategic position, and cherishes the existing advantages and achievements, and continues to operate and sustainably develop and develop in order to demonstrate the determination to safeguard and practice the sovereignty of the South China Sea.
