我國技能檢定委託專業機構或團體辦理之可行性研究-以美容職類為例

The Study of the Possibility of the Skill Test Requested to the Pofessional Institute or Association in Taiwan an Example of Beauty Career

摘要


本研究畝美容職類為例,透過文獻探討與訪談等質性研究流程,探討我國職類技能檢定委託專業機構或團體辦理之可行性。其研究顯示:現今我國政府辦理技能檢定,面臨著財政短絀、資源稀少,人民要求提供更多元化公共服務等問題;政府如開放委託辦理民問專業機構或團體辦理,在經費上宜採自給自足方式辦理。 勞委會僅作題庫命製、修訂、監評人員的考核訓練,及證照發放等,其他可由專業機構或團體來辦理。以美容職類為例,此證照制度所面臨的最大問題,不僅是技能檢定考試、命題與監評工作、證照考用配合問題、及證照效用的無力感;若要改善現存的問題,恐非僅維持在舊有模式打轉,而是需要進行全面觀照的考量,以更宏觀的角度來進行整體性改革。 本研究建議未來勞委會在委託民問企業或學術團體辦理時,為兼顧報考者權益及政府公信力,委託時宜選擇地位超然、具公信力之單位。勞委會宜釐清技能檢定所扮演的任務與角色並配套修法明定,建議可先選擇若干職類的檢定開發、技能檢定規範制訂等工作,委由學術單位試行辦理。即主管機關將原有參與者的角色調整為監督與管理者的角色,在制訂相關法規條文後,方可逐步授權具公信力之民間機構,辦理技能規範制訂、檢定相關業務等工作。

By targeting the occupational classification of cosmetology, and through qualitative research process such as literature review and interview, the present study intends to explore the feasibility of entrusting the on-going occupational classification for skill tests to civilian professional institution or organization. Findings of the study shows that governmental agencies in charge of holding the occupational skill test are now encountered with issues such as financial deficits, shortage of resources, and demand for more diversification of public services, among many others. In entrusting such affairs, it would be advisable that the entrusted civilian profession institution shall be independent in matters regarding funds collecting and allocation. Council of Labor Affairs shall be tasked with formulating and revising question data- bank, performance reviewing and training of test supervisors and raters, and the issuance of certificates etc., leaving other matters in the hands of civilian professional institution or organization. For the problem-stricken category of cosmetology, the stickiest difficulties it now faces, including skill test, questions formulating, test supervision and score rating, application of certificate to the workplace, and the weakening effect of the certificate, can’t be solved or improved by just making superficial modification on the old pattern, instead, an overall reform is needed on a broader perspective by taking into account all possible considerations. This study suggests that in commissioning the skill test affairs, the Council shall take discretion in its appointment of the institution by limiting to those with impartiality and credibility, and those who values both the candidates' rights and the government's credibility. The Council shall clarify the mission and role of the skill test, followed by making amendments to the current laws and regulations. We therefore recommend that the Council shall begin with developing some occupational classifications and the enactment of skill test standards by trial commission to academic institution. In other words, it should adjust the original role of participant played by the competent authorities to those of supervisor and manager. Enactment of relevant laws and regulations should take place prior to empowering such civilian institution or organization to draw up skill standards and other skill test related matters.
