摘要

自憲改以來，國會黨團及其制度的運作，在立法院的議事過程中愈顯凸出而重要。然而，議會政治的生態也因之丕變，影響所及，國會的諸多亂象頻仍，追根究柢，在於制度化的法律基礎未臻周延完善之下，其背後黨政關係的組織結構也多有訾議之處，尤其內造政黨抑或外造政黨體質的選擇，更是主宰當前國會黨團制度發展及定向的主要關鍵所在。

Since constitutional reform, the congressional caucus system’s operation has been more important in the legislature of legislative process. Nevertheless, the ecology of parliamentary politics has also been more change, and under this influence, so many confusions of congress had often occurred. In order to reach the bottom of this matter, we find the major reasons that the institutionalization of law basic has not perfect yet, and the organizational structure of party-government relationships have also much ills behind back. Especially, concerning choices of internally created party or externally created party is the key points of the congressional caucus system development and orientation now.
