In Taiwan’s history of development, a temple should be built and the gods should be enshrined in advance every time people developed a place. Then, the temple became the center of a town. Therefore, we will learn the local development as long as exploring the local temples. Toucheng was the first town of developing Yilan, and it had great significance and position in the developmental history of Eastern Taiwan. Hence, by means of the relationship between the temples and the local development, the human-district relationship of the case Toucheng can be thoroughly researched and analyzed. For the methods and content, the article introduces Toucheng’s general situations of history and geography first; secondly, describes the local temples, and then explains the functions of temples from the life of the masses, the territorial expansion and cultivation, people’s livelihoods, the economic development, and the social existence; cites the contribution of temples as proof, and make the complete interpretation of the temples and the local development of Toucheng.
