國軍指參教育考選制度對基層幹部影響之研究

A Study of the Evaluation on the Direction and Staff Education under Military Service Examination System

摘要


指參教育是在「為用而訓」的軍事教育原則下,培養國軍現代化建軍幹部,不僅在培育軍官,也是培養國軍未來政策規劃、執行以及三軍領導人才的基礎,因此其人才培育選訓考選制度之良窳,關係有效支持建軍備戰的程度。本研究以國防大學陸軍指揮參謀學院九十七年班之受訓學員為研究物件,探討指參教育投入軍事組織經營管理人才之影響、指參教育人才培育以考選之設計方法,對培育軍事組織各類型經營管理人才之影響、國軍指參教育考選制與服役年限兩者連結,對國軍基層組織之影響。研究結果顯示,指參教育應循菁英化、大眾化而普及化的模式發展、指參教育人力資源政策,應排除考選制之迷失而以人才培育為優先考慮。

The Direction and Staff Education is in “for uses to teach” under the military education principle. It develops the national troop to be as a modernization founding armed force cadre. Not only in cultivation military officer, also in the future policy plan, the execution as well as the base of the Tri-services General leader. Whether the talent cultivation examination system is good or bad, it realties to the effective support founding an armed force. The research which the institute 97 years, the student receiving training takes the national defense university army directing staff as the object. It studies the influences that the Direction and Staff Education involved in military organization management, the influence that cultivates military organization various management talent, based on the examination and the inf1uence of the military basic organization for the communication that the armed force Direction and Staff Education examination and the military service limited 2 years. The investigation shows that the Direction and Staff Education should develop following the refined, popular, and general mode. 1t should exclude the lost caused by the exam and should take the talent cultivation as the first consideration.
