摘要

國軍為社會的穩定中樞，當社會病態犯罪藤蔓，蔓延入國軍部隊時，人民乃至於國家，均會遭致重大危險。而警察職能的刑事司法活動能夠抑制不法危害及犯罪，政戰體制可藉助警察職能，發揮軍隊秩序管理之最大功效。再者，監察保防體制於組織任務法制化後，已被重新定位，究其組織任務而言，泛指「秩序行政」及「福利行政」，為維持秩序、安全與預防、調查、懲罰犯罪，其必須將「行政調查與犯罪調查交錯運用」，始能發揮組織功能。

The Armed Forces play an important role in maintaining social stability. If societal criminal activities creep into the military, citizens and the nation as a whole would be in a great danger. The political warfare system could enlarge the effectiveness in management with regard to military order by employing the policing functions, similar to the police's judicial work responsible for criminal crackdown. In addition, the supervision and security system of the General Political Warfare Bureau has been institutionalized. In terms of its mission, the ”order executive” and ”welfare executive” are to maintain social order, security, and crime prevention and investigation. The organizational functions include ”interoperability between executive investigation and criminal investigation.”
